दंगों की जांच रिपोर्टों में आरएसएस की भूमिका

आरएसएस की सौ साल पुरानी फासीवादी सोच और अल्पसंख्यकों के खिलाफ नफ़रत का इतिहास और जलगांव मॉब लिंचिंग से लेकर मालेगांव विस्फोट तक की समीक्षा कर रहे हैं डॉ. सुरेश खैरनार…..

राष्ट्रीय स्वयंसेवक संघ की अल्पसंख्यक समुदायों के खिलाफ सौ वर्ष से चल रही नफरत फैलाने की कोशिश आज रंग ला रही है.

अभी स्वतंत्रता दिवस के दो दिन पहले महाराष्ट्र के जलगांव जिले के जामनेर तहसील में 21 वर्षीय सुलेमान रहीम खान को भीड़ ने उसके माँ-बाप के सामने पीट-पीटकर मार डाला। आरोप था कि सुलेमान दूसरे समुदाय की एक लड़की से बात करता था।

शायद ग्यारह वर्ष में कहीं लव जिहाद तो कहीं गोमांस के संशयों पर सौ से अधिक अल्पसंख्यक समुदाय के लोगों की मॉबलिंचिग करते हुए हत्याओं की घटनाओं को अंजाम दिया गया है.

पहली नरेंद्र मोदी सरकार के सत्ता में आने के एक सप्ताह के भीतर ही पुणे में एक हिंदू दक्षिणपंथी भीड़ द्वारा मोहसिन शेख़ की कथित तौर पर हत्या कर दी गई थी। लिंचिग करने वाले लोगों ने सोशल मीडिया पर पहली विकेट लेने का दावा करते हुए पोस्ट किया। और सभी आरोपियों को गिरफ्तार करने के बाद पर्याप्त सबूतों के अभाव में कोर्ट ने मालेगाँव बमविस्फोट के अपराधियों के जैसा ही मुक्त कर दिया।

भारत में मॉबलिंचिग की शुरुआत भाजपा केंद्र में सत्ता में आने के बाद कहीं पर लव जिहाद तो कहीं गोमांस के संशय के आधार पर सौ से अधिक अल्पसंख्यक समुदाय के लोगों को मारने की घटनाएं हुई हैं. इसी महीने की शुरुआत में छत्तीसगढ में दुर्ग रेलवे स्टेशन पर दो ईसाई नन अपने साथ स्थानीय आदिवासी युवती को किसी ट्रेनिंग के लिए ले जा रही थीं, तो स्टेशन में घुसकर भीड़ ने उन्हें रोककर पुलिस द्वारा गिरफ्तार करने का काम किया. वैसे ही लखनऊ में क्रिसमस समारोह के आयोजन में भीड़ द्वारा घुसकर, बहुत ही आक्रामक होकर जयश्रीराम के नारे लगाते हुए एक विडियो देखने में आया है. वैसे ही उसी दिन पटना में 25 दिसंबर को पूर्व प्रधानमंत्री श्री अटल बिहारी वाजपेयी के जन्मदिन के उपलक्ष्य में चल रहे कार्यक्रम में एक गायिका को (आयोजकों ने बाकायदा उसे उस कार्यक्रम के लिए गाने के लिए बुलाया था. ) उसने अन्य गीतों के बाद 'रघुपति राघव राजाराम सबको सन्मति दे भगवान, ईश्वर अल्लाह तेरो नाम' यह महात्मा गाँधी के प्रिय भजनों में से एक भजन गाते हुए 'अल्लाह' शब्द पर श्रोताओं में से कुछ लोगों ने आपत्ति जताई और गायिका को माफी मांगने की नौबत आई. इस तरह की असंवेदनशील हरकत करते समय भाजपा के वरिष्ठ नेता तथा पूर्व कानून मंत्री रविशंकर प्रसाद की उपस्थिति में और दूसरे नेता अश्विनी चौबे ने मंच से जयश्रीराम के नारे लगाते हुए इस कार्यक्रम में हस्तक्षेप किया.

राष्ट्रीय स्वयंसेवक संघ गत सौ वर्ष से अल्पसंख्यक समुदायों के खिलाफ नफरत फैलाने का काम लगातार किए जा रहा है. यह उसी विषैले प्रचार का परिणाम है, जो आज से सौ वर्ष पहले जर्मनी में हिटलर ने और इटली में बेनिटो मुसोलिनी ने यहूदियों के खिलाफ इसी तरह की नफरत फैलाने की शुरुआत की थी. और साठ लाख से अधिक यहूदियों को उन्होंने मौत के घाट उतार दिया था. तथा बचे-खुचे यहूदियों को जबरन मजदूरों के रूप में अपने विश्वविजेता बनने के पागलपन में युद्ध साहित्य निर्माण करने के क्षेत्र में जबरन काम करने के लिए मजबूर कर दिया था. यह तथ्य इटालियन बुद्धिजीवी मार्झिया कॅसोलरी ( EXCERPTS from the article- "Hindutvas's foreign tie - up in the 1930s : Archival evidence written by Marzia Casolari in Economic & Political Weekly, January 2000:) के अंक में प्रकाशित किया है. जिसे मैं नीचे पूरा के -पूरा कोट करने की कोशिश कर रहा हूँ.

राष्ट्रीय स्वयंसेवक संघ की स्थापना हूबहू हिटलर तथा मुसोलिनी की देखा-देखी में शुरू किया हुआ संगठन है. इसके संस्थापक डॉ. के. एस. हेडगेवार के गुरू डॉ. बी. एस. मुंजे 1931 में दूसरी राऊंड टेबल कॉन्फरेन्स के बाद लंदन से लौटने के रास्ते में फरवरी - मार्च यूरोप के प्रवास के दौरान इटली के प्रवास (15 - 24 मार्च 1931) में इटली के मिलिटरी कॉलेज, सेंट्रल मिलिटरी स्कूल ऑफ फिजिकल एज्युकेशन और फॅसिस्ट अकादमी ऑफ फिजिकल एज्युकेशन और सबसे महत्वपूर्ण बात मुसोलिनी ने बच्चों तथा इटली के युवाओं के लिए दो संगठन स्थापित किए थे. उनका डॉ. मुंजे ने बहुत ही गौर से अध्ययन किया. क्योंकि उन्होंने अपने डायरी में इन संगठनों के बारे में दो पन्ने खर्च किया है. क्योंकि उन्होंने और हेडगेवार ने 1925 के दशहरे के दिन राष्ट्रीय स्वयंसेवक संघ के नाम से नागपुर में ( 6-18 ) उम्र के बच्चों के संगठन की स्थापना की थी. और इटली के दोनों संगठनों के प्रशिक्षण तथा कार्यक्रमों को देखने के बाद उन्होंने अपने डायरी में बलिल्ला और अव्हानगुरडिस्टि संघठन ( Balilla and Avanguardisti Organisations These two organisations, which he describes in more than two pages of his diary, were the keystone of the facist system of indoctrination - - of the youths. Their structure is strikingly similar to that of the RSS. They recruited boys from the age of six, up to 18 : the youths had attend weekly meetings, where they practiced physical exercise, received paramilitary training and performed drills and parades.

According to the literature promoted by the RSS and other Hindu fundamentalist organizations and party's, the structure of the RSS was the result of Hedgewar's vision and work. However Moonje played a crucial role in molding the RSS along Italian ( Fascist ) lines. The deep impression left on Moonje by the vision of the fascist organisation is confirmed by his dairy :

"The Balilla institutions and the conception of the whole organisation have appealed to me most, though there is still not discipline and organisation of high order. The whole idea is conceived by Mussolini for the military rageration of Italy. Italians, by nature, appear easy-loving and non-martial like the Indians generally. They have cultivated, like Indians, the work of peace and neglected the cultivation of the art of war. Mussolini saw the essential weakness of his country and conceived the idea of the Balilla organisation--- Nothing better could have been conceived for the military organisation of Italy - - - The idea of fascism vividly brings out the conception of unity amongst people - - - India and particularly Hindu India need some such institutions for the military regeneration of the Hindus: so that artificial distinction so much emphasised by the British of martial and non - martial classes amongst the Hindus may disappear. Our institution of Rashtriya Swayamsewak Sangh of Nagpur under Dr. Hedgewar is of this kind, though quite independently conceived. I will spend the rest of my life in developing and extending the Institution of Dr. Hedgewar all throughout the Maharashtra and other provinces. "

He continues describing drills and uniform :

I was charmed to see boys and girls well dressed in their navel and military uniforms undergoing simple exercise of physical training and forms of drill. "

Definitely more meaningful is the report of the meeting with Mussolini. On the same day, March 19, 1931, at 3 p. m ., in Palazzo Venezia, the headquarters of the fascist government, he met the Italian dictator. The meeting is recorded in the dairy on March 20, and it is worth reproducing the complete report.

"- - - as soon as I was announced at the door, he got up and walked up to receive me.

I shook hands with him saying that I am Dr. Moonje. He knew everything about me and appeared to be closely following the events of the Indian struggle for freedom.

He seemed to have great respect for Gandhi. He sat down in front of me on onother chair in front of his table and was conversing with me for quite half an hour. He asked me about Gandhi and his movement and pointedly asked me a question 'if the Round Table Conference will bring about peace between India and England ; I said that if the British would honestly desire to give up equal status with other dominions of the Empire, we shall have no objection to remain peacefully and loyalty within the Empire ; otherwise the struggle will be renewed and continued. Britain will gain and be able to maintain her premier position amongst the European Nations (sic) if India is friendly and peaceful towards her and India cannot be so unless she is given Dominion status on equal terms with other Dominions. Signor Mussolini appeared impressed by this remark of mine. Then he asked me if I have visited the University. I said I am interested in military training of boys and have been visiting the military schools of England, France, and Germany. I have now come to Italy for the same purpose and I am very grateful to say that the Foreign Office and the war office have made good arrangements for my visiting these schools. I just saw this morning and afternoon the Balilla and Fascist Organisations and I was much impressed. Italy needs them for her development and prosperity. I do not see anything objectionable, though I have been frequently reading in the newspapers not very friendly criticisms about them and about your Excellency also.

Singor Mussolini : What is your opinion about them ?

Dr. Moonje : Your Excellency, I am much impressed. Every aspiring and growing nation needs such organisations. India needs them most for her military regeneration.

During the British domination of the last 150 years Indians have been waved away from the military profession but India now desires to prepare herself for her own defense and I am working for it. I have already started an organisation of my own. ( RSS ) conceived independently with similar objectives. I shall have no hesitation to raise my voice from the public platform both India and England when occasion may arise in praise of your Balilla and Fascist organisation. I wish them good luck and every success.

Singor Mussolini - - - who appeared very pleased - - said : Thanks but yours is an uphill task. However I wish you every success in return.

Saying this he got up and I also got up to take his leave.

The description of the Italian journey includes information regarding Fascism. Its history, the fascist "revolution, " ect., and continues for two more pages. One can wonder at the association between B. S . Moonje and RSS, but if we think that Moonje had been Hedgewar's mentor, the association will be much clearer. The intimate friendship between Moonje and Hedgewar and the farmer's declared intention to organisation prove a strict connection between Moonje and the RSS. Moreover, it makes sense to think that the entire circle of militant Hinduism must have been influenced by Moonje's Italian experience.

डॉ. मुंजे इटली से वापस लौटने के बाद उन्होंने बिल्कुल इटली की तर्ज पर, नागपुर तथा नासिक में भोसला मिलिटरी स्कूलों की स्थापना की. जहाँ से नांदेड़ मालेगांव तथा अन्य विस्फोट की घटनाओं को अंजाम देने के लिए आतंकवादियों को ट्रेनिंग देने की बात महाराष्ट्र एटीएस के प्रमुख श्री. हेमंत करकरे की जांच में सामने आई थी. जो मालेगांव विस्फोट की केस में कोर्ट के आरोप-पत्र में शामिल है. उसके बावजूद भाजपा सत्ता में आने के बाद मालेगाँव बमविस्फोट के अपराधियों के खिलाफ कोर्ट में पेश किया रिपोर्ट को बदलने का काम सबसे पहले तत्कालीन सरकारी वकील रोहिणी सालियान को कहा तो उसने इंकार कर दिया. तो उन्हें उस केस से सरकारी वकील की जिम्मेदारी से हटाकर दूसरे वकील द्वारा किया. और इस कारण कोर्ट ने सबूतों के अभाव में सभी अपराधियों को हाल ही में रिहा कर दिया गया है. और लोकसभा में गृहमंत्री अमित शाह कहते हैं कि हिंदू कभी भी आतंकवादी नहीं होता है. और वहीं बात महाराष्ट्र के मुख्यमंत्री देवेंद्र फडणवीस भी कहते हैं. दोनों भी राष्ट्रीय स्वयंसेवक संघ से प्रशिक्षण प्राप्त है.

सबसे गंभीर बात संघ के प्रशिक्षण में रोज के प्रशिक्षण के दौरान, तथा विभिन्न खेल बौद्धिक तथा गानों में अल्पसंख्यक समुदायों के खिलाफ बहुत ही नफरत पैदा करने के हिसाब से गलत जानकारी दी जाती है. जिस वजह से वहाँ जाने वाले ज्यादातर स्वयंसेवक नफरत से यही जानकारी अपनी तरह से फैलाने का काम बारह महीनों चौबीस घंटे करते रहते हैं. अब तो सॅफ्रोन डिजिटल आर्मी द्वारा और भी किए जा रहे हैं. इसलिए इस संगठन को कुछ लोगों ने ( Rumars Spreading Society- RSS ) बोलना शुरू किया है. जो अब समाज के एक तबके में parcolet हुआ है. और वह कभी गुजरात के दंगों से लेकर, कंधमाल के फादर स्टेन्स तथा उसके दो मासूम बच्चों को जलाने तथा चर्च मस्जिदों तथा सूफी संतों की मजारों से लेकर अल्पसंख्यक समुदाय के लोगों के घरों को बुलडोजर से नष्ट करने की कार्रवाई हो या दंगों के दौरान आग लगा कर नष्ट करने से लेकर संशय के आधार पर मॉबलिंचिग के दौरान वह प्रकट होता है.

सत्तर के दशक में महाराष्ट्र के इसी जलगांव तथा भिवंडी के दंगों के जांच के लिए जस्टिस मादान की अध्यक्षता में एक जांच आयोग नियुक्त किया था. अपने जांच रिपोर्ट में उन्होंने लिखा है कि "दंगों में आरएसएस प्रत्यक्ष शामिल था या नहीं यह बात दीगर है, लेकिन 1925 से आरएसएस अपने प्रचार- प्रसार में अल्पसंख्यक समुदायों के खिलाफ जो नफरत फैलाने का काम करते आ रहा है, उस वजह से मॉब दंगों में अपनी प्रतिक्रिया हिंसक कार्रवाई करते हुए व्यक्त करता है. और यह आजादी के बाद के सभी दंगों में तथा अब मॉबलिंचिग के दौरान पाया जा रहा है.

छोटा बेटावद, हडपसर पुणे, दुर्ग, लखनऊ, कंधमाल, पटना तो सिर्फ एक झाँकी है और आगे- आगे देखिये होता क्या है ?
