Huge, useless, mostly corrupt Bureaucracy is the Bane of India.
Atleast corrupt politicians can be removed in elections every five year. But corrupt IAS/IPS officers, Judges sit over people's head for over 35 to 40 years misguiding raw politicians and keeping India backward. As CD Deshmukh had commented about ICS - They are neither Indians, Nor Civil, Nor in Service. Hence, I have suggested to PM Narendra Modi to include IAS/IPS and other Bureaucrats in the Hire and Fire policy Bill that he is proposing for Private Sector employees.
In the Bombay Municipal Corporation there is 1 employee for every 100 citizens of Bombay (population 1.8 crore, BMC staff strength 1.8 lakh). Many of them are Ghost Employees, which are also found in the Police deptt, in the Indian Railways, the largest employer, and the Defense. But since everything related to the Defense Ministry is covered under the Official Secrets Act, the possibility of pension and perks going to unknown areas cannot be ruled out. Therefore, Defense Minister Manohar Parrikar has held in abeyance One Rank One Pension demand of the Retired Armymen.
The Supreme Court of India still functions for only 5 days a week, 6 hours a day for only 180 days a year. Not only the long summer and winter vacations should be withdrawn, but my following ideas, given 20 years ago and supported by many citizens, should be implemented.
1.. Withdraw long summer and winter vacations enjoyed by the Supreme Court and High Court Judges.
2.. Introduce Special Citizen Judges to work on Saturdays/Sundays and during Holidays. I offer my services in that regard.
3.. Appoint Desk Judges to study and eliminate flimsy petitions, in limine.
4.. Make National and State Human Rights and Women's and Children's Rights Commissions fully functional.
5.. Introduce Judicial Inquiry and Audit Research Department to enquire into how due to corrupt practices cases are multiplied or delayed.
6.. Enforce Right to Services Act to ensure that Substantive Laws are enforced. Too much dependence on Adjective Laws should be done away with.
7.. Asst Commissioners of Police should not be appointed Special Executive Magistrates, because prosecutor can not sit in judgement is the first principle of law. Instead reintroduce Justices of Peace, like in UK/Australia, so that all routine cases can be disposed off swiftly.
8.. More Special Police Officers (selected from from amongst the Honest and Competent Activists) to work as watch dogs on the corrupt police personnel.
9.. Honest Activists should be protected.
10. Either Contempt of Court Act should be removed or it should be strictly implemented against corrupt Magistrates, Judges who wantonly abuse the power.
