Prof.Bhim Singh, Chief Patron of National Panthers Party late last evening submitted an urgent notice to Governor of J&K, Shri N.N. Vohra demanding immediate dissolution of the suspended Legislative Assembly of J&K so that the people of the state shall be confident that the present leadership in the Assembly shall not abuse its power anymore. In his letter, Prof.Bhim Singh wrote to the Governor that;
“I am taking this liberty writing this letter to you to ensure return of peace in J&K and protection of life, liberty and fundamental rights of all the citizens of India. I have passed four decades in walking through the torny bushes on the streets of J&K fighting for peace with justice. I have faced jails and imprisonment for more than eight years as a student, as a legislator and as a justice seeker in the state of J&K. Me and my colleagues have fought several times seeking justice and rule of law in the state which has remained denied for several decades. The era of Governor Rule is nothing new for us in the State of J&K and the people on the whole has been fighting for this situation because all of us have been looking for peace, justice and rule of law. I strongly feel that there are vested interests in the State and the Centre which are eager to get hold power and governance least caring for the national or people’s interest. I would like to make a strong appeal to Your Excellency with a hope that my appeal shall be considered in the larger interest of the people of J&K and the rest of the country.
1. I urge upon on the Hon’ble Governor to kindly convene an urgent meeting of the representatives of all recognized political parties. The representatives of Hurriyat Conference may also be invited as some of them have represented the people of J&K as Members of the Legislative Assembly. This meeting may be convened at any place your honour may deem fit and suitable in Ladakh, Kashmir or Jammu.
2. That your honour may also convene a meeting of the senior media persons namely, the editors of the newspapers published in J&K.
3. Your honour may also convene a meeting of the active and known social activists of Ladakh, Kashmir and Jammu at any place.
4. Your honour may also call a meeting of the notables in J&K, you deem fit to be talked with an idea to seek the people’s opinion as to what needs to be done immediately in J&K for restoration of confidence of the people which stands shaken today for many reasons.
I would like to request the Hon’ble Governor that the people of Jammu and Kashmir are looking for security, peace and respectable life. I have been in touch with people from different walks of life before the Governor Rule and since the Governor Rule has been imposed. The general opinion rather massive opinion of the people of all the three regions stands for immediate dissolution of the State Assembly whose continuation has been exploited by several political elements in the state and outside the state. Rumour mongering is causing a greater agony than the actual facts relating to the political situation in the state. J&K Constitution as well as Anti-Defection Law in the State of J&K does not allow any defection whether a single legislator defects or all the legislators in a particular political party defect. Each defector looses his Assembly seat whether one or all in case the President of the Party does not support the defector. All shall ceased to be Members of the Assembly. This Law was made in J&K during the time of Sheikh Mohd. Abdullah. Anti-Defection Law in J&K is much stronger and applies to every defector, may be one or all and anybody who defects shall ceased to be a Member in the Legislative Assembly. This Law in J&K is strong enough to check defection by one or all. This has not been conveyed to the political parties and that’s why rumour mongering about defection is creating the situation.
This is my request to Your Excellency to exercise absolute power vested in the Governor of J&K only under Section 53 of J&K Constitution to dissolve the State Assembly without any delay. I assure the Hon’ble Governor that this is only way to save the people of Jammu, Kashmir and Ladakh from any further chas, disorder, death and destruction. The day Assembly is dissolved, your honour thousands of people including those youngsters with stone shall march in the streets of J&K from Kupwara to Anantnag and to Doda, Poonch and Kathua with flowers in hands for democracy, peace and brotherhood.
