मोदीजी के दोस्त बराक का अमेरिका पाकिस्तान को 'आतंकी देश' घोषित नहीं करेगा
किर्बी ने कहा- हम नहीं करते ऐसी मांग का समर्थन
नई दिल्ली। प्रधानमंत्री नरेंद्र मोदी के दोस्त बराक ओबामा के देश अमेरिका ने साफ-साफ कहा है कि कश्मीर के मुद्दे पर अमेरिका का रुख नहीं बदला है और वह पाकिस्तान को 'आतंकी देश' घोषित करने की मांग का समर्थन नहीं करता।
कश्मीर के मुद्दे समेत भारत और पाकिस्तान के बीच के विभिन्न मतभेदों को सुलझाने और मौजूदा तनाव को कम करने के लिए अमेरिका ने 'सार्थक वार्ता' का भी आह्वान किया है।
अमेरिकी विदेश मंत्रालय के प्रवक्ता जॉन किर्बी ने गुरुवार को नियमित प्रेस ब्रीफिंग में इस बात पर यकीन जताया कि पाकिस्तान ने परमाणु हथियारों को आतंकियों से सुरक्षित रखा है।
जब जॉन किर्बी से पूछा गया कि क्या सरकार कांग्रेस में एक विधेयक और एक ऑनलाइन याचिका का समर्थन करेगी, जो कहती है कि अमेरिका को पाकिस्तान को 'आतंकी देश' घोषित करना चाहिए तो उन्होंने कहा,
'मैंने खासतौर पर ऐसे किसी विधेयक के बारे में कुछ नहीं देखा है और निश्चित तौर पर हम (समर्थन) नहीं करते।‘
किर्बी ने कहा कि 'इस संदर्भ में जो भी लंबित विधेयक आने वाला हो', वह उस पर टिप्पणी नहीं करेंगे।'
उन्होंने कहा,
'हम जो, मैं जो क्षेत्र में मौजूद साझा खतरे, साझी चुनौती की बात कहूंगा। निश्चित तौर पर यह भारतीय लोगों के लिए भी खतरा है। हम कहेंगे कि हम पाकिस्तान, अफगानिस्तान के साथ काम जारी रखने वाले हैं। विदेश मंत्री हाल ही में ब्रसेल्स और अफगानिस्तान के सम्मेलन से लौटे हैं।'
किर्बी ने कहा,

'इन साझा खतरों और चुनौतियों से निपटने के लिए हम लोग उस क्षेत्र की सरकारों के साथ काम करना जारी रखेंगे। हमने हमेशा कहा है कि (आतंकियों की) शरणस्थलियों को लेकर और भी बहुत कुछ किया जा सकता है और हम यही करने वाले हैं। हम एक बार फिर इस दिशा में अधिक से अधिक संभव सहयोग के लिए काम करने की कोशिश करने वाले हैं।'

उन्होंने कहा कि कश्मीर के मुद्दे पर अमेरिका का रुख नहीं बदला है और यह रुख कहता है कि भारत और पाकिस्तान इस समस्या को निपटाएं।
किर्बी ने कहा,

'कश्मीर के मुद्दे पर, हमारा रुख नहीं बदला है। हम चाहते हैं कि कश्मीर के मुद्दे पर दोनों पक्षों के बीच काम हो। निश्चित तौर पर हम चाहते हैं कि मौजूदा तनाव कम हो और वार्ता हो। दोनों देशों के बीच के इन मुद्दों को सुलझाने के लिए अर्थपूर्ण द्विपक्षीय वार्ताएं हों।'

उन्होंने कहा, 'उन दोनों (देशों) के बीच अब भी मतभेद हैं. जैसा कि मैंने पहले भी कहा है कि हम चाहते हैं कि वे इन मतभेदों पर काम करें। हमारे भी कई देशों के साथ मतभेद हैं और हम उन्हें सुलझाने की दिशा में काम करना जारी रखते हैं।'
किर्बी ने कहा,

'हम यही कह रहे हैं, यही उम्मीद कर रहे हैं, भारत और पाकिस्तान के नेताओं से यही उम्मीद कर रहे हैं। लेकिन हम एक मिनट के लिए भी यह नहीं मानते कि ये देश अपने समक्ष चुनौतियों को या अपने बच्चों की जिंदगियों एवं सुरक्षा को गंभीरता से नहीं लेते।'

उन्होंने यह भी कहा कि अमेरिका को पाकिस्तान की परमाणु सुरक्षा पर पूरा भरोसा है। उन्होंने कहा,

'हमने पहले भी कहा है कि हम इस बात को लेकर आश्वस्त हैं कि पाकिस्तान के शस्त्रागारों का जरूरी सुरक्षा नियंत्रण उसके (पाकिस्तान के) हाथ में है।'

QUESTION: India. Thank you, sir. Two questions. One, a team of Pakistani officials have been going around town defending that Pakistan is not behind attacks in India and also nuclear issues. And among other things, it’s a kind of propaganda against each other countries, I would say, and they had yesterday at Atlantic, today at the Stimson Center, and among others.
My question is here that in recent days, starting actually – going back to General Musharraf, when he said that Pakistan’s nuclear bomb is not a wedding gift but it will be used against India, now same – other officials after him are repeating the same thing, that nuclear bomb will be – we will use the nuclear bomb against India. My question here is, one, if Pakistan nuclear bomb is safe from the terrorists because those terrorists also talking the same language and attacking India.
And second, there is a issue now, what they are saying core issue is only Kashmir, but nothing. My question is: Which Kashmir are we talking about – Kashmir in India, Kashmir occupied by Pakistan, or Kashmir occupied by China? Second question.

MR KIRBY: All right.
Well, on the first one, I think we’ve said before we’re confident that Pakistan has the security controls they need to have in place on their arsenal, and I’d let them speak to that more specifically. I wouldn’t get into that.
And on the Kashmir issue, our position has not changed. We want this to be worked out between both sides, the issue of Kashmir. And generally, generally speaking, I mean, we obviously want to see the tensions that exist right now be brought down and for dialogue to take its place – meaningful dialogue to try to address these issues bilaterally between the countries. Okay?
Yeah.
QUESTION: One more, I’m sorry.
MR KIRBY: One more? You said two.
QUESTION: Sorry. There is a bill going on in the U.S. Congress and also petition online that U.S. should declare Pakistan a terrorist state, because it also happened during President Clinton in the ’90s – same thing – the Congress. So if there is this bill because of these ongoing terrorist activities and all those – so if you are aware of this or – would you support this?

MR KIRBY: I have not seen anything specifically about the – such a bill,
and obviously we don’t – I’m not going to comment on whatever pending legislation may be coming in that regard. What we – what I would say is common threat, common challenge in the region, and we’re going to continue to work with Pakistan, with Afghanistan, and the Secretary just came back from Brussels and the Afghanistan conference in Brussels. We’re going to continue to work with – and obviously it’s a threat to the Indian people as well.
So we’re going to continue to work with the governments in the region to try to address these common threats and challenges, and we’ve always said that more can be done about the safe havens and that’s – we’re going to, again, try to work as cooperatively as we can to that end.
QUESTION: Can I just make a question – comment – that is: As far as this conflict between India and Pakistan, my view personal for the last 25, 30 years, that there is a shop open in both countries by the politicians in India and military – by the military in Pakistan. They do not want to resolve and solve this issue, because they have sent their children overseas – UK, U.S., and other – so they don’t worry about their children or family will be killed and they want to let the innocent people get killed in both countries.

MR KIRBY: Well, Goyal, I don’t have your long history and – with the region.
I didn’t grow up there. So I’m not going to – I mean, I respect that that’s your view, but I would respectfully, and I mean respectfully, offer a different one from our perspective.
There have been Indian children and Pakistani children and Afghan children that have been maimed and murdered at the hands of terrorists for many, many years – not just the last 15, but going well before that. But let’s just talk about the last 15 years. There’s a heck of a lot of women without soldier husbands anymore, and widowers without wives anymore.
The killing has gone on for long enough and I just absolutely disagree – I fundamentally, with all respect to you, disagree that leaders in those countries don’t care because they’re sending their children outside the country. Maybe some of them do. They want them to get educations outside the country; that’s not unusual. But that’s a far cry from saying that they don’t care about the children of their countries and their families and their society, because that is just not our view in talking to leaders across the spectrum of both governments. That they actually – they do care.
Now, obviously there are still differences of opinion that exist between them; and as I said earlier, we want them to work through those differences. We have differences with many countries too, and we continue to try to work through them to the best we – the best we’re able to. And that’s all we’re asking, that’s all we’re hoping, that’s all we’re expecting for leaders in India and Pakistan to do as well. But I – we don’t think for a minute – we don’t believe for a minute that they don’t take the challenges before them seriously or the lives and security of their children.
